sir,
With reference to my despatch
No.367 of the 11th.instant, I have the honour to inform you with regard to paragraph 4 thereof, that Mr.Ramji Dass Saigal, therein mentioned as having been provision- ally appointed First Clerk in the Shanghai Post Office, resigned his post on the 12th.instant.
A suitable candidate to succeed him has been found in Mr.Sydney Butt, an Englishman, who was previously employed for nearly a year in the Shang- hai office of Messrs. Butterfield andSire, and earned good testimonials from his employers. If, therefore you approve of my recommendation, made in the despatch and paragraph above mentioned, that this extra clerkship should be created, I have now to submit the name of Mr. Butt as a suitable officer for the post, and recommend that he be given a salary of $1200 a year with exchange
compensation.
Instead horever, of styling
him First Clerk, Jam of opinion that the holder of the post should have the title of Second Clerk. The exis- tence of a First Clerk in addition to a Senior Clerk is apt to cause some ambiguity which it would be well
to
The Right Honourable,
JOSEPH CHAMBERLAIN, M.P.,
